Eugene Encouraged: Expanding Fiber Project

For the past year, Eugene has worked on a pilot project to bring high-quality connectivity to businesses in its downtown core. Now that community leaders and businesses have seen how a publicly owned network can help revitalize the city’s commercial center, they want to expand it.

The Proof Is In The Pilot

The project is a collaboration between the city of Eugene, the Lane Council of Governments (LCOG), and the Eugene Water and Electric Board (EWEB). As we reported last year, each entity contributed to the project. EWEB owns the infrastructure and uses its electrical conduit for fiber-optic cable, reducing the cost of deployment. EWEB also has the expertise to complete the installation, as well as manage and operate the infrastructure. They lease dark fiber to private Internet service providers (ISPs) to encourage competition over the shared public infrastructure. 

The pilot project brought Gigabit (1,000 Megabits per second) connectivity to four buildings in the pilot area. Vacancy rate for those four building is at zero while typical vacancy rate in Eugene is 12 percent. Matt Sayre of the Technology Association of Oregon (TAO) notes that speeds in one of the buildings, the Broadway Commerce Center, increased by 567 250 percent while costs dropped by 60 40 percent. TAO joined the other pilot project partners in 2015.

The Search For Funding

The expanded project will cost approximately $4 million to complete. In June, the City Council approved a measure to make the project eligible for Urban Renewal Funds. Urban Renewal is another label for what is also known as Tax Increment Financing (TIF), which has been used in other places for fiber infrastructure. Bozeman, Montana; Valparaiso, Indiana; and Rockport, Maine, all used Urban Renewal or TIF to help finance their builds.

SandyNet Increases Speeds, Keeps Low Prices

On July 4th, Sandy, Oregon’s municipal fiber-optic network, SandyNet, permanently increased the speed of its entry-level Internet package from 100 Megabits per second (Mbps) to 300 Mbps at no additional cost to subscribers.

The city announced the speed boost for its $39.95 per month tier in a recent press release, calling it “one of the best deals in the nation.” SandyNet customers witness blazing fast download speeds at affordable prices and benefit from symmetrical upload speeds, allowing them to seamlessly interact with the cloud and work from home. 

Sandy is still home the “$60 Gig” (see price chart), one of the premier gigabit Internet offers in the nation. Without an electric utility, SandyNet’s unique model can be applied to “Anytown, USA.”

Lake Oswego Schools Opting For Dark Fiber

Lake Oswego School District (LOSD) in Oregon is set to make an investment that will save up to $301,000 per year in telecommunications costs - its own dark fiber network.

To Lease Or To Own? There Is No Question!

LOSD is the latest in a string of local schools that have chosen to invest in fiber infrastructure for long-term savings. Caswell County, North Carolina, is also investing in dark fiber with an eye on the future. Because the school district will own the network, they will no longer be surprised by unexpected rate hikes, making budgeting easier. The money they save can be directed toward other programs and, because it is dark fiber, they are only restricted by the equipment they install and the bandwidth agreements they enter into with Internet Service Providers (ISPs). Some schools choose to become ISPs themselves or join collaborations in which they can purchase bandwidth collectively to save even more. 

According to Joe Forelock, the district’s assistant superintendent for academic and student services, “This is a long-term investment for the health of the district over the next many, many years.” Once the network is in place, it will cost approximately $36,720 annually to maintain it, which is 89 percent less than what Comcast plans to charge LOSD for the 2016 - 2017 school year. 

We want to note that Comcast tripled their rates from the 2015 - 16 school year, in part because the 2016 - 17 contract was only for a year while the dark fiber network is being constructed. With no competition in the region, Comcast has broad practical authority to decide what LOSD will pay. “Right now, Comcast is essentially the only game in town in many communities," Morelock says, "including LO."

Clackamas County will install the $1.54 million network; 40 percent of the total cost will be reimbursed through E-rate, the federal program for schools that pays for Internet access and certain infrastructure expenses.

“After six years, if costs remain the same and do not increase, or decrease for that matter, the district will save $181,000 per year in connectivity costs with the E-rate discount, or $301,000 per year if E-rate were to disappear,” Morelock says.

Digital Northwest: What's Working?

Next Century Cities recently hosted "Digital Northwest," a summit for regional broadband leaders. Leaders from member cities all over the country gathered together to learn from one another and discuss digital inclusion, models for success, partnerships, and much more. 

Chris led a panel of mayors and city council leaders from cities with well-known municipal networks in a discussion of their networks and how their communities have benefitted.

Andrew Blum Decides to Visit the Internet - Community Broadband Bits Podcast 187

We head directly into the Internet this week with Andrew Blum, author of the book Tubes: A Journey to the Center of the Internet. We wrote about it when it was published back in 2012. It is as relevant today as then - buy it from your local bookstore. In our discussion, we talk about the physical infrastructure and geography of the Internet. Blum traveled around the planet, seeking out key Internet locations and exploring how the Internet actually works. 

We discuss peering, the municipal fiber network in The Dalles of Oregon, and how squirrels have cynically targeted last mile vulnerabilities to disrupt household connections.

Lake Oswego Seeks Out Expert Advice: Video

Lake Oswego, Oregon, was pegged as a potential target for Google Fiber in 2014 but this town of 35,000 may not wait for the tech giant to bring fast, affordable, reliable connectivity. They may just do it themselves.

In order to get more information about municipal fiber networks, our Chris Mitchell visited during an October City Council meeting at the request of community leaders. The Lake Oswego Review covered the meeting.

According to the Review, the northwest community issued an RFP in June and received two responses. City leaders are still pondering the responses and feelings are mixed over whether or not to make the investment.

City Manager Scott Lazenby told the Council:

Just getting this network would put Lake Oswego on the map…I think increasing that level of service, especially for the demographics we have here — highly educated, many tech-oriented folks in our community — that would be a real service to make available.

Chris pointed out that the area is ripe with a number of high-tech companies and other entities that will find a fiber network attractive. “Not everyone has that regional connectivity that you have here,” he told the Council.

He also asked them to consider all the long term possibilities if Google does eventually enter into the market in Lake Oswego:

“When I think about relying on Google, if Google decides to get out of this business, the community has no say about who takes it over,” he said.

After discussion, the Council voted to negotiate an agreement with one of the RFP respondents for further review, contingent on a market study.

SandyNet Goes Gig: A Model for Anytown, USA

Many of the most beautiful communities in the United States are in remote areas where incumbent cable and telephone companies have decided not to offer modern, high-quality Internet connectivity. Sandy, Oregon, is one of them. Some 10,000 people live there among the lush green forests and beautiful vistas of the “Gateway to Mount Hood,” 25 miles east of Portland. But Sandy decided to build its own gigabit fiber optic system and now has one of the most advanced, affordable networks in the nation.

A new report by The Institute for Local Self-Reliance details the rise of SandyNet, Sandy's publicly owned high-speed Internet service. "SandyNet Goes Gig: A Model for Anytown USA" charts the growth of this community network.

Sandy, Oregon joined nearly 100 other local governments that have municipal fiber-to-the-home networks to give residents and businesses access to world-class Internet connections. However, the overwhelming majority of municipal fiber networks were built by local governments that already owned their local electrical grids. As Sandy does not have a municipal electric utility, it pioneered a low-risk incremental strategy to build its telecommunications utility, SandyNet.

Want a Gig? Ask Consultants the Right Questions

For years, we have been frustrated at the tendency of communities and consultants to view municipal fiber networks as a binary decision. Should we or shouldn't we? Should they or shouldn't they? At its worst, it is framed with the most expensive approach - borrowing for a citywide all-at-once approach. Consider this framing by a recent story in a Portland, Oregon suburb from the Oregonian:
Hillsboro officials have heard back from the consultant they hired to examine the feasibility of building a municipal fiber network that would bring high-speed, lower-cost Internet service to city residents. The answer? Don't do it.
Stories like this make my blood boil. It is the absolute wrong question. But to delve into it, I want to abstract away from any specific consultants or approaches. This is not a failing of a single consultant, but something we have seen to various degrees from many. Jumping ahead, the correct approach is to develop a description of the problems a community faces or wants to solve relating to Internet access. Then, examine a variety of approaches to pick the best option rather than only evaluating the single most expensive option. Some consultants are very happy to bid a project, answer a narrow question, and then let the community go on its perhaps puzzled way. They have the list of phone poll questions, the spreadsheet full of assumptions, and final feasibility report template all ready for the next community. (We do not offer consulting services.) Other consultants go out of their way to educate, guide, and otherwise help the community develop and achieve its objectives. These consultants may appear to cost a bit more, but actually can be much more cost effective. Some consultants bid the bare minimum, planning to charge extra later for supposedly supplemental information that is actually essential for continuing the process. A consultant should be a guide to achieving objectives rather than simply evaluating a single, likely over-simplified question. It all starts with what questions a community asks.

SandyNet Sharing Awesome Gig Deal With Local Businesses

SandyNet has introduced some incredible fiber connectivity deals for local businesses. Like residents, businesses can now get gigabit service for $60 per month and 100 Mbps for $40 per month. The utility also continues to offer enterprise connections, with rates established on a case-by-case basis.

Speeds are symmetrical which can be a critical factor for businesses that often must upload large amounts of data to work with clients. 

Until SandyNet began to deploy the FTTH network, business customers that needed more bandwidth relied on the town's dedicated Wi-Fi service which offered advertised speeds of up to 30 Mbps download, however, that cost $175 per month.

Smaller businesses could sign up for traditional Wi-Fi - the system residents also used - but speeds maxed out at only 5 Mbps or 10 Mbps download. Prices were $25 per month and $35 per month respectively.

Wi-Fi business customers can now make the switch to fiber for no extra fee. Those that are new customers to SandyNet will need to pay a one-time $350 connection fee.
