Erwin Deploys Phased Fiber Plan - Community Broadband Bits 235

Nestled in the Cherokee National Forest on the border of Tennessee and North Carolina, not far from Virginia, is Erwin. Erwin Utilities runs the water, wastewater, and electricity for the town of 6,000 and long wanted to invest in a fiber network. After years of following industry trends, they developed a plan to build it and tell us how in Community Broadband Bits episode 235.

General Manager Lee Brown and Fiber-Optic Engineer John Williams join us to discuss what started as a pilot project but is now an incremental plan to connect the entire community with a Fiber-to-the-Home network offering high speed Internet access and telephone service.

We discuss the reaction from the community, financing, and how they are using it for smart utility management -- not only for electricity but also for water services.

Cool New Infographic On MDUs And Fiber From FTTH Council

The FTTH Council recently released an infographic that puts fiber connectivity and multiple dwelling units (MDUs) into perspective. Given that a large segment of the U.S. population lives in apartments and condos, the data applies to a many people.

For years now, studies have shown that Fiber-to-the-Home (FTTH) raises property values and can make or break a home sale. According to RVA, LLC, who surveyed MDU residents in the United and States and Canada, owners who purchase a home in an MDU are willing to pay $8,628 more for a $300,000 home. Renters are willing to pay $80 per month more on a $1,000 per month unit that has FTTH.

One Network, Two Cities, Many Benefits In Oregon

About 15 years ago, two small cities in western Oregon faced an all too common predicament for rural areas. The Internet Service Provider (ISP) told they would not see high-speed Internet access until 2020. Taking matters into their own hands, the cities of Independence and Monmouth decided to collaborate on a project to bring the latest technology to their communities. 

Together they built a jointly owned Fiber-to-the-Home (FTTH) network, known as MINET (Monmouth Independence Network). Today, the network supports economic development and agricultural innovations. This piece focuses on only one of the cities, Independence, in order to provide an in-depth look at the community impact of the network.

Affordable & Reliable Internet Service

At the time, FTTH was almost unheard of. Even today, the technology is available to only a quarter of the entire U.S. population. MINET offers affordable, reliable connectivity for the 18,000 residents of both communities. The network has a low-cost option available to everyone of 2 Megabits per second (Mbps) for $10 per month. Other Internet access speeds available are:

50 Mbps / 25 Mbps for $50
75 Mbps / 40 Mbps for $65
100 Mbps/ 50 Mbps for $80

Residents can also subscribe to triple-play bundles of Internet, voice, and video services.

Took Time to Develop

MINET has faced a difficult financial situation even though the network has brought many benefits and opportunities to the community. 

The League of Oregon cities provided a quick case study of the network in 2011. In the late 1990’s, the two cities developed a feasibility study only looking to connect the governmental buildings and the businesses. After studying the potential for offering services to residents, the cities decided to divide the project into two phases. Phase I: build fiber loops. Phase II: build the last-mile to homes and business and offer retail services. 

Rock Falls Residents Next In Line For Fiber? Maybe...

About a year ago, we reported that Rock Falls, Illinois, had decided to develop a fiber network to offer connectivity to local businesses. Now, the town of less than 10,000 is closer to expanding that network to offer Gigabit Internet access and voice to residents.

Considering Expanding Services

In September, community leaders began considering the expansion after consultants suggested investing in Fiber-to-the-Home (FTTH) as the best way to make use of the city’s resources. They offered a “fiberhood” option so Rock Falls Electric Department could connect new subscribers incrementally; they suggest starting with business corridors where many commerical entities are already taking service. The fiberhood approach requires people in specific areas of the city to sign up first, then after a certain percentage of the households committ, construction begins.

Rock Falls began planting fiber and conduit in the 1990s and have connected the municipal electric utility substations, schools, and other municipal facilities. They have also leased out excess capacity to private providers who want to offer connectivity to commercial customers in prior years.

Funding - It's Complicated

The fiber backbone is already in place but a complete citywide FTTH system will cost approximately $13 million, estimate consultants. After consulting bonding professionals, city leaders discovered that they needed to consider a few issues before deciding how to proceed. SaukValley.com reported on the financing discussion:

“We need either a feasibility study or our most recent audit that includes revenues from the broadband business to show we can make our bond payments,” [City Administrator Robin] Blackert said. “But a new feasibility study would cost us between $60,000 and $80,000, and we have no past revenue history with the new utility.”

Wilson's Greenlight Provides Affordable Internet Access To Public Housing Residents

Super-fast, reliable, and affordable Internet access is coming to residents living in public housing in Wilson, North Carolina. Greenlight, Wilson’s municipal network, recently began providing 40 Megabits per second (Mbps) for $10 per month to public housing residents -- about a quarter of the service’s original cost. All services from Greenlight are symmetrical, so upload speeds are just as fast as download speeds.

“Because of this partnership, more students will be able to be online in their homes and more adults will be able to take advantage of online job training and application tools…In addition, the partnership connects more customers to the community network, thereby increasing the return on the community’s investment,” said Greenlight general manager Will Aycock.

Partners For Progress

A new partnership between the US Department of Housing and Urban Development (HUD) and Wilson’s Public Housing Authority enables residents to receive discounted Greenlight services. HUD Secretary Julian Castro visited Wilson in October to discuss the importance of Internet access, indicating it is becoming a higher priority for the Department:

"We know these days that the Internet is not a luxury; access to it is really a necessity in this 21st-century global economy. And we want to make sure every single child in our nation has access to it… Our goal is that every single public housing resident have access to the Internet."

Residents receive a router at no cost from the Housing Authority, which oversees public housing in Wilson. Greenlight, the community's municipal fiber network offers speeds from 40-100 Megabits per second (Mbps). As a service of the City of Wilson, Greenlight emphasizes its commitment to fair pricing and providing a quality product. 

“One of Greenlight’s core principles is to enhance the quality of life for all residents, making high-speed internet available for everyone… It’s an important step in bridging the digital divide,” stated City Manager Grant Goings during the initial announcement event.

Low Income Programs Not Always This Good

ICYMI Amazing Internet Service Second Only to Safe Streets

Thinking about moving? High-speed Internet service and safe streets probably top your list of desired new home features. High-speed Internet access was second only to “safe streets” in choosing where to live, according to a 2016 survey from Fiber to the Home Council (FTTH Council).

Nearly all the respondents (98 percent) valued “safe streets” as “very important”, while 91 percent of all the respondents considered high-speed Internet service as “very important” in choosing where to live. The survey also noted that respondents with Fiber-to-the-Home (FTTH) are far more satisfied than those with cable or DSL connections. 

Connectivity Has Value

This comes as no surprise considering the value added by great connectivity. From accessing bank accounts to communicating with teachers, families need reliable, high-speed Internet service for many common tasks these days. FTTH brings fiber directly to the home, ensuring that everyone there has a fast, reliable connection.

FTTH Council’s 2015 report highlighted how FTTH increases home values by more than $5,000, nearly the same amount as installing a new fireplace. Broadband Communities magazine found that FTTH also improves the value of apartment buildings.

An Ongoing Trend

Comparing the FTTH Council’s recent survey results with the American Planning Association’s 2014 report, it is obvious that high-speed Internet access continues to grow in importance.

Another Rural Electric Co-op Connects Missourians

For more than a century, electric cooperatives have ensured rural communities’ electricity needs are met. Now, many electric co-ops have made strides to ensure their communities have access to today’s newest necessity, Internet service.

In northeastern Missouri, Ralls County Electric Cooperative is bringing high-speed Internet service to the small city of New London. Nearby, the city of Perry hopes the electric cooperative will extend the project to its residents and they've let the co-op know that they will welcome the service with open arms.

Ralls County Electric Cooperative

Ralls County Electric Cooperative is working on a pilot project in New London that will bring incredibly fast and reliable Fiber-to-the-Home (FTTH) to the community's 1,000 residents. The project will offer triple-play services of Internet access, phone service, and high-definition TV.

The New London project won't be the first FTTH project for Ralls County Electric Cooperative. Between 2010 and 2015, the cooperative built a $19 million fiber network in the area. Funding came from the American Recovery and Reinvestment Act (ARRA) in the form of half as a loan and half as a grant. The electric cooperative formed a subsidiary, known as Ralls Technologies, for its telecommunications projects.

Perry Petitions

The Herald-Whig of Quincy, Illinois (about 45 minutes from the Missouri towns), recently reported that officials in Perry are encouraging Ralls County Electric Cooperative to come to their town. They have started a petition to show support for bringing the project to their community. 

Ralls County Electric Cooperative has not committed to extending the project to Perry, but the city’s Mayor Dustin Wasson has signed a letter of support on behalf of the City Council to the electric cooperative. Explaining the need, Mayor Wasson told the Herald-Whig:

Rangely, Meeker, Experience Speed Of Rio Blanco Broadband

Residents and businesses in Rangely and Meeker are starting to feel the speed of the Rio Blanco County Broadband Project. The network is now offering fiber connectivity to the northwest Colorado towns.

Options At Last

The network brings choice and speed to Rio Blanco County, reports the Herald Times:

In just three years, Meeker and Rangely have gone from having a single choice for limited bandwidth internet to multiple local companies offering some of the biggest bandwidth packages available in the nation.

Subscribers have the option to choose between two providers which are offering services via the open access infrastructure. Local Access Internet (LAI) and Cimarron Telecommunications are both local providers that began offering wireless Internet access to subscribers before the project commenced. LAI also offers technical troubleshooting for PCS, laptops and cell phones.

Both companies offer symmetrical Gigabit Internet access (1,000 Megabits per second download and upload) for $70 per month. They match each others’ prices on two lower tiers also: $40 per month for 25 Mbps download / 5 Mbps upload and $55 per month for 100 Mbps download and 25 Mbps upload. Cimarron and LAI still offer fixed wireless packages.

We spoke with Bob Knight at Cimarron who told us that the 100 Mbps / 25 Mbps tier was the most popular with their subscribers, who are often families that run multiple devices simultaneously. While businesses are requesting the service, residents who have had little options except expensive and unreliable satellite are clearly hungry for better Internet access.

Bob was quick to point out that he expects the network to be an enticing economic development tool in Rio Blanco County. He says the quality of life is already good there and pointed out that there is ample hiking, fishing, biking, and other outdoor recreation. With high-quality Internet access, he hopes to see more entrepreneurs and families looking for clean air and beautiful country.

How Did They Get To Here?

Chattanooga Recognized as Best Gaming ISP for 2017

Sometimes speed is not the answer. Chattanooga boasts EPB Fiber, a municipal network that can handle speeds of up to 10 Gigabits (that’s 10,000 Megabits) per second. That, however, is not what won it recognition this week.

PC Mag named Chattanooga as the Best Gaming Internet Service Provider (ISP) of 2017 because of its quick, reliable performance. The network beat out both Verizon FiOs (#2) and Google Fiber (#3).

Latency and Jitter

To determine which ISP was best for gaming, PC Mag looked specifically at two technical measurements: latency and jitter. Latency is how long it takes for a packet to travel from the user to the server and back. Jitter measures how consistent the latency is in a connection. High latency makes games lag -- the last thing you want for an online multiplayer.

It’s unsurprising that the top ISPs on the list have Fiber-to-the-Home (FTTH) networks. Fiber has the best performance in latency and jitter compared to cable and DSL connections. Chattanooga’s network has the least latency and jitter. 

More MuniNetworks on the List?

Several cities have built FTTH networks. Why weren’t more municipal networks on the list? PC Mag Senior editor Eric Griffith explained in the article: 

For an ISP to be included, it had to have a minimum of 100 tests with that tool in that time frame.

So yes, it is possible your own personal super-amazing Gigabit-capable uber-ISP didn't make the cut here—it's because we don't have enough tests from them to include and maintain any statistical validity. That said, share in the comments if you've got an ISP with not just great speeds but what you have determined to be killer quality when it comes to online gaming.”

If you want your network to be included on the list next year, encourage people in your community to take PC Mag's Speed Test. Until then, Chattanooga is the reigning champion.

Summit County Seeks RFIs for Fiber Project: Responses Due Jan. 9

Summit County in central Colorado is exploring how to bring Gigabit connectivity (1,000 Megabits per second) to homes and businesses in its region. 

The County recently issued a Request for Information (RFI) seeking Internet Service Providers (ISPs) to participate in a public-private partnership to bring a Fiber-to-the-Premises (FTTP) network to local businesses and residents. The County is also looking for a private partner to help deploy wireless broadband service. The deadline for submitting RFI responses is Jan. 9, 2017.

In its RFI, the County said it:

“[R]ecognizes that it may be economically challenging to deploy fiber-to-the premises infrastructure throughout the County and thus understands that early investments may focus on population centers in the County. The County’s hope, however, is that world-class networks will eventually expand to the less populous areas of the County.”  

The county indicated it is seeking proposals from a potential private sector partner who would be interested in establishing a long-term relationship. 

Summit County’s RFI comes a year after citizens voted in a referendum to opt out of Colorado SB 152, the state law that prevents local governments from providing service or partnering with private sector partners. More than two dozen local communities opted out of SB 152 this past fall, bringing the total to 95 Colorado communities, which have chosen to reclaim local telecommunications authority.
