Diffraction Analysis Offers Free Webinar on FTTH, April 24th, 9 AM ET

On April 24th, Benoit Felten and his organization, Diffraction Analysis, will host a free webinar to discuss results from their latest study. The study, Why Consumers Love FTTH – The FTTH Consumer Experience Study, delves into the fiber experience in Sweden. Here are some preliminary findings from the report:

  • In Sweden a huge majority FTTH users (75%) think their broadband is better than before they had fibre.
  • 67% of Swedish broadband users think broadband over fibre is ‘Very Good’, but only 13% think the same of DSL.
  • Swedish FTTH subscribers use video-communication over the Internet five times as much (25%) as DSL users.
  • In Sweden 59% of FTTH users think fibre broadband is sustainable. Only 44% of DSL users think the same of DSL.
  • In Sweden, 59% of DSL users find their broadband price excessive vs. only 32% for FTTH users.
  • For FTTH users in Sweden, quality of broadband is the 1st criterion after home price when choosing a new home.

He recently spoke at the 2014 Broadband Communities Summit in Austin, Texas. Felten also spoke on Smart Cities and Infrastructure at the FTTH Conference in Stockholm, Sweden, in February. Chris interviewed Felten in episode 21 of the Community Broadband Bits podcast back in 2012, when the two discussed the famous network in Stokab.

Gothenburg Considering FTTH in Nebraska, Survey Responses Needed

As the "Pony Express Capital of Nebraska," Gothenburg understands the value of speed. City leaders are now investigating the possibility of bringing a FTTH network to the community. Initiative leaders are asking the town's 3,500 residents to complete a broadband survey before April 15th.

According to a recent article in the Gothenburg Times, local schools will soon be surpassing the community's current telecommunications capabilities. The school district is considering a one-to-one Chromebook initiative:

Angie Richeson, an integrated technology integration specialist and Dudley Elementary librarian, said current telecommunications infrastructure has a glass ceiling.

“We can’t get bigger or faster without changing the infrastructure,” she said. “And speed is an issue in our community.”

Community leaders also want economic development benefits that flow from a fiber network. Four Fortune 500 companies operate in Gothenberg. CenturyLink, currently providing last-mile connectivity, has no plans to upgrade.

Nathan Wyatt, Chair of the Fiber Infrastructure Committee of the Gothenburg Improvement Company (GIC) recently told the Times:

"Right now the infrastructure that exists in Gothenburg is like the dirt roads. We don't have the fastest most direct infrastructure available that would give us the fastest speeds available. And as websites get more complex. We're going to need more data and more broadband to give our residents a better experience and we also need it to recruit businesses," said Wyatt.

GIC is a coalition of local businesses working to recruit new commerce to Gothenburg. Wyatt told the Times in another article that a local provider would be ideal:

Network Progressing in "Sugartown" Michigan

Last summer we reported on Sebewaing, the community of 1,700 in the tip of the "thumb" in Michigan. At the time, Sebewaing Light and Water (SLW) was exploring the possibilities of deploying its own FTTH network. Like other small communities, Sebewaing could not get the service it needed from large corporate providers. We recently caught up with SLW's Superintendent, Melanie McCoy, to get an update.

The community released its RFP [PDF] and received responses from two bidders. McCoy tells us that in Michigan, such a low response rate allows the municipality to deploy its own network, so SLW decided to proceed.

The construction bid for the fiber backbone went to Earthcom, located in Lansing. Air Advantage successfully bid to supply bandwidth and the headend. Calix will provide the customer premise equipment that will offer data and voice services.

Sebewaing's network is 90% aerial and the final estimate is $1-2 million. The network will provide 1 gig capacity with the potential to expand to 10 gigs. Because the utility has its own poles and in-house expertise to handle labor, SLW is able to perform make-ready work themselves, lowering the final cost of the deployment. SLW will use an interdepartmental loan from its electric, water, and wireless utilities to fund the investment. According to McCoy, the RFP responses were both about $1 million higher than the final estimate.

In 2003, SLW began providing wireless Internet access to residents in Sebewaing so staff has experience as a broadband utility. They also installed a small fiber loop in the downtown area to serve businesses and municipal facilities. The old fiber loop will be retired because it has fewer strands and has been maxed out for some time.

The new fiber will replace connections between fifteen public facilities, including wells, public safety, and administration buildings. Each facility currently pays only $15-25 per month to be connected, saving thousands in yearly fees for leased lines from incumbents. Rates will not change, even though the new network will offer higher capacity.

City of Urbana Passes Resolution Supporting FCC Section 706 Authority

The Illinois community of Urbana, home of UC2B, recently passed a resolution in favor of FCC's section 706 authority. The community's fiber project is bridging the digital divide in this community of 41,000.

On March 17, the City Council voted unanimously to support the FCC as it considers action to discourage, prevent, and remove state legislative barriers that block municipal networks. 

The language is similar to resolutions from communities such as Sebewaing, VidaliaAmmon, and Moultrie. Urbana noted in its resolution that it has made substantial efforts to bring access to more people in the community.  We interviewed Carol Ammons from the U-C Independent Media Center and Brandon Bowersox-Johnson from UC2B in episode 42 of the Community Broadband Bits podcast. Chris, Carol, and Brandon discussed the way the community is capitalizing on the rare urban FTTH network.

Understanding the Georgia Communications Cooperative - Community Broadband Bits Podcast #92

While at the SEATOA Conference in Raleigh last week, I met Mike Foor, the President and CEO of the Georgia Communications Cooperative (GCC). Given the important role GCC is playing in expanding great Internet access in rural Georgia, we wanted to interview him for Community Broadband Bits. Back in episode 46, we spoke with Paul Belk about the North Georgia Network (NGN). This week we learn more about how cooperatives have worked together to form the GCC and help the NGN to expand. Mike and I also discuss what it will take to connect rural homes, businesses, and anchor institutions with fiber optics - the real challenges and the imagined ones. ECFiber Welcomes 600th Subscriber

The East Central Vermont Community Fiber-Optic Network (ECFiber) recently connected its 600th customer. The network continues to connect to additional homes and businesses, recently reaching Royalton. According to the Valley News, the network will extend to over 200 miles by the end of 2014, passing more than 2,000 homes and businesses.

The story notes that the Vermont Telecom Authority's Orange County Fiber Connector, a dark fiber project running through Orange and Windsor Counties, facilitated the expansion. From the article:

“In addition to offering us the possibility to connect more than 500 homes and businesses along the route, the (Orange County connector) will enable the interconnection of our remote hubs, allowing us to purchase more bandwidth and offer higher throughput to our subscribers,” said Stan Williams, chief financial officer and interim chief executive officer of ValleyNet, the Vermont nonprofit charged with operating ECFiber.

ECFiber sells tax-exempt promissory notes to local investors to fund the network. The coalition of communities that participate in the network now number 24. The Valley News also reports that the new CEO for ValleyNet will be Tom Lyons, formerly of Sovernet. Lyons replaces Tim Nulty, who recently retired.

Leslie Nulty, one of the network's champions, talked with Chris in episode 9 of the Community Broadband Bits podcast. She described the ECFiber model and shared the history of the network.

Minnesota Local Governments Advance Super Fast Internet Networks

Local governments in Minnesota have been at the forefront of expanding fast, affordable, and reliable Internet access - often in some of the most challenging areas of the state. ILSR has just released a policy brief to explore some of these approaches: Minnesota Local Governments Advance Super Fast Internet Networks. The full report is available here. The brief examines five communities that have taken different approaches to expanding access, from working with a trusted local partner to creating a new cooperative to building community-wide FTTH networks. Lac qui Parle County has worked with Farmers Mutual Telephone cooperative to bring fiber networks to those who had been stuck on dial-up. Finding itself in a similar situation with no reliable partner, Sibley County is creating a new coop to work with. Scott County built a fiber ring to connect community anchor institutsion to dramatically expand access to high capacity networks and lower telecommunications budgets. That network has helped to lure several major employers to the area by leasing fiber to them. Windom and Monticello have built FTTH networks in extremely challenging conditions. Though Windom is far smaller than most have believed is feasible to build such a network, it has thrived and is now connecting many of the small towns surrounding it. It was essential in retaining jobs in the community that would have been lost without it and has attracted new jobs to the region. Monticello is a younger network and has remarkably benefited the community even as it has struggled financially due to dirty tricks from the telephone and cable companies. The policy brief makes some policy recommendations while focusing on some local solutions to difficult problems in ensuring all Minnesotans have fast, affordable, and reliable Internet access.

Being a Gig City: It's All About the Upload

This is the second in a series of posts examining a premier Gigabit Community - Wilson, North Carolina. The first post is available here. It's all about the Upload. If you are the owner of a small engineering business with dense blueprints to send to your European clients, or a specialized country doctor who depends on the quick transmission of x-rays, a digital film effects company, a photographer or a local broadcaster, your ability to upload your dense information to your colleagues, clients, and residents means business. For Gig City, Wilson in North Carolina, offering gigabit upload speeds to its community is essential to ensure local businesses thrive. According to a recent Speed.Net report, upload speeds in the United States compared to the rest of the world are dismal. If you live in Hong Kong (60 Mbps), Singapore (47Mbps) and South Korea (44Mbps), you are in the drivers' seat with the fastest upload speeds in a world where time wasted means money. If you are in the U.S., as of February 2014, you're in the slow lane. We rank 41st at 6.69 Mbps. But not if you live in Wilson. With access to Greenlight's gigabit residential upload speeds, living in Wilson means being competitive and working easily with the world's top achievers. The owners of Wilson-based Exodus FX know this. Digital artists Brad Kalinoski and Tinatsu Wallace found Wilson in their nearly impossible search for small-town affordability but world-class broadband infrastructure. Two years ago, they started a small growing boutique that caters to the visual effects needs of global film and television production companies. When their broadband rates in West Virginia skyrocketed despite the local broadband infrastructure seriously underperforming, the company's survival depended on relocating. Exodus FX logo "We had to choose an area that could offer a low cost of doing business, while delivering an infrastructure better than that of other states and countries," wrote Mr. Kalinoski, a three-time, award nominee for his special effects contributions to Black Swan and LOST, the Final Season.

An Increasing Call for Community Owned Networks

While Comcast focuses on increasing its market power rather than improving services in the communities it monopolizes, no one should be surprised that we are seeing a surge in interest for building community owned networks. We've heard from many people who want to learn how they can start - more than we can always respond to, unfortunately. We are working on a resource to answer many of those questions, but it always boils down to 2 things: building a supportive network of people and getting informed. Get the word out - especially to local business leaders and anyone else who may be supportive. There are many potential business models and financing opportunities, but some will work better than others in each community. That said, there are some basics that every community should be immediately considering. The first is building a fiber network to connect anchor institutions such as schools, libraries, first responders, municipal facilities, and the like (see our Fact Sheet on savings from such networks). These networks should be constructed in such a way as to enable future expansions to local businesses, residents, and generally everything in the community or even beyond for rural areas. That means choosing the backbone routes carefully and ensuring that as much fiber is available as possible. Using conduit with channels and always leave at least one channel free to pull a future bundle (replacing a smaller count bundle that can then be removed to continue having a free channel). Another smart move is to begin getting conduit and fiber in the ground as part of other capital projects, like street rebuilds, water main replacement, and the like. We will discuss how Santa Monica did this in an upcoming case study. Processes for a Gigabit Community: Community Broadband Bits Episode 87

More communities are today considering how they can improve Internet access in their community than at any other time. Having a gigabit is quickly becoming the standard - not because we all need 1,000 Mbps but because we know that everything we want to do is possible on a gigabit connection. Video games aren't going to interfere with Netflix streaming or someone working from home. In this week's Community Broadband Bits podcast, Joanne Hovis joins me to talk about a recent paper stuffed with valuable information for communities seeking opportunities for better networks, whether publicly or privately owned. Joanne is the President of CTC Technology and Energy, which has just released Gigabit Communities: Technical Strategies for Facilitating Public or Private Broadband Constructions in your Community. The paper was financially supported by Google. We discuss the nuts and bolts of important strategies, including Dig Once type approaches and various ways local governments can use their processes to lower the future costs of building a fiber network.
