Charter Prices Inspire Washington City to Consider its Own Network

Ellensburg, located in central Washington, is considering the pros and cons of a municipal fiber network. A big pro for the community of 18,000 is the ability to predict costs rather than depend on Charter Communications. Charter wants to begin charging $10,300 per month for municipal connectivity it previously supplied at no cost in return for access to the public rights-of-way.

The Ellensburg Daily Record recently reported that the City Council unanimously passed the first reading of an ordinance that will allow the city to establish a telecommunications utility. The city began using Charter's fiber optic network in 1997 as part of the city's franchise agreement. Educational institutions, public safety, and the county public utilities district also use the network. Ellensburg owns and operates its own electric and natural gas utilities. Energy Services Director Larry Dunbar was quoted:

“It’s clearly in the city’s best interest to just build it on its own and own it, compared to leasing it,” he said.

The community needs approximately 15 miles of fiber optic network to replace Charter's institutional network. The two parties are still negotiating and may still reach an agreement for a new contract although the article reports:

In June, Council directed the city to solicit vendor proposals for building a city network, and Dunbar said the city is close to granting the contract.

He declined to share a total cost because contract negotiations are ongoing, but said it makes more sense for the city to build the network now rather than pay in perpetuity, he said.

“A telecommunications network is like a 35-year endeavor,” he said. “If we would have done a lease, we could have bought two or three networks over 35 years.”

Oklahoma Free Wi-fi: Can Muskogee Follow Ponca City's Lead?

Muskogee, located in east central Oklahoma, is considering free Wi-Fi across the community to boost economic development. As a model, community leaders are looking at Ponca City. A recent Muskogee Phoenix article quoted the Interim City Manager:

“Our hope is that the public Wi-Fi initiative will distinguish us from other cities when it comes to attracting economic development, all the way from retail to industrial,” Interim City Manager Roy Tucker said. It “will most certainly increase the quality of life and educational opportunities of our citizens.”

Local citizens developed the Action in Muskogee (AIM) initiative to improve the community; the idea to provide free Wi-Fi grew out of the initiative. Muskogee hopes a Wi-Fi network will also improve public safety, government efficiency, and Internet access for citizens.

AIM participants hope to emulate Ponca City and its award-winning mesh network. City officials installed the wireless network in 2008. Residents of Ponca City save an estimated $3.9 million a year in avoided ISP costs. In other words, the network helps keep $3.9 million in the Ponca City economy.

Ponca City began its network in 1997 with a few miles of fiber to improve communications between municipal facilities. Each year the network grew and Ponca City now has over 350 miles of fiber. Municipal facilities, schools, hospitals, healthcare clinics, businesses, and even casinos use the fiber network. According to the article, Ponca City sells Internet access via the fiber to local business customers to fund the mesh network and free Wi-Fi for the community.

Muskogee has no plans to install a publicly owned fiber network like Ponca City's. Another Phoenix article suggested Muskogee leaders may pursue a public-private arrangement:

NoaNet and Benton PUD Finish Expansion in Washington, Celebrate Completion of Fiber Network

South central Washington's Benton PUD and the Northwest Open Access Network (NoaNet) recently finished a 50-mile fiber-optic expansion [PDF of the press release]. The new construction brings high-speed Internet service to the Paterson School District. The District serves 110 kids in grades K-8.

A $1.8 million Broadband Technologies Opportunity Program (BTOP) award paid in part for the expansion of the 100% underground network. The network includes 230 miles of middle-mile connectivity across rural Benton County. 

The recently completed NoaNet project totaled $140 million for 1,831 fiber miles over three years. The open access network hosts 61 last mile providers and ten Washington State Public Utility Districts (PUDs) belong to the nonprofit.

In a Yakima Herald article on the network completion, Governor Jay Inslee noted:

“It is underground, but its results are above ground,” he said. “In every place, it reaches about 500 communities from Asotin to Zillah and places between.”

Small Illinois City Plans to Light Fiber Network By 2014

Monticello anticipates firing up its own fiber network by the start of 2014. The News-Gazette reports the town of 5,300 plans to use the network to serve government offices. 

The City, Piatt County, Monticello Community Unit School District #25, and the Allerton Public Library District collaborated to share costs for the installation. The four entities will split the $160,000 deployment costs for the underground network. The News-Gazette reports conduit is now in the ground and ready for fiber optic cable; construction began in the spring. The four entities are looking for a company to manage the system and exploring options for Internet access:

[Piatt County Board Member Randy] Keith said they also need to purchase high-speed Internet access, with one possibility being the Illinois Century Network. The state has installed about 1,000 miles of fiber along interstates in Illinois, including a swath that runs by Monticello.

Hopes are that the project will put the city on the technological cutting edge. For the school system, it will speed up a district goal to allow every student in the district to be on a computer or handheld device at the same time.

GRUCom Gives Gainesville Gigabit Broadband

Gainesville Regional Utilities (GRU) has been deploying fiber in the north-central Florida home to the University of Florida (UF) since the late 1990s. We briefly mentioned them last year when Gig.U teamed up with GRUCom, GRU’s telecom division, to connect neighborhoods and businesses surrounding the University with fiber broadband. We’ve since taken a deeper look at GRUCom’s work and like what we see.

GRUCom was born after the FCC reclaimed the spectrum GRU used for microwave control of its SCADA systems. GRU naturally switched to fiber, and in the process of running lines for its utilities, it ran into crews doing the same for Shands Hospital, part of the University. Realizing the substantial demand for fiber broadband across the county, GRU created GRUCom to serve that demand more efficiently.

GRUCom Director, Ted Kellerman, points out that, as an enterprise division of GRU, GRUCom has a mandate to generate profit. This essentially means that the network only expands on a business case basis, so prices can vary across customers depending on connection costs. Despite this constraint, GRUCom manages to provide reliable high-speed data services at reasonable prices. 

GRUCom connects 100 public facilities including government, fire department, utilities and Alachua County Schools and Libraries. All facilities are on redundant fiber rings with route diversity and 10-Gbps capacity. Seven locations receive 1 Gbps service while the rest take either 10 or 100 Mbps. The average cost for 10 Mbps connections is $400 and $900 for the 100-Mbps links.

New Hampshire FastRoads Update

New Hampshire FastRoads is leading the charge to connect the region. The project is funded by American Recovery and Reinvestment Act (ARRA) grants, private donations, and contributions from local communities. We spoke with Carole Monroe, Executive Director, to get an update on this open access network in rural western New Hampshire.

The first municipality to be connected to New Hampshire FastRoads, Richmond, was connected on November 1st. One-third of the network is now lit and the remainder will be completed and lit by November 30, 2013. Monroe tells us most of the 235 community anchor institutions (CAIs) have fiber terminated at their facilities and connections can be easily configured to 1 Gbps. 

There are also 75 residential customers, many of whom are choosing 20 Mbps symmetrical service. A smaller number take 50 Mbps or 100 Mbps symmetrical service. Monroe notes that people in the community with home based businesses or telecommute are signing up quickly.  

Monroe also told us about the Hampshire Country School, a private boarding school in Ringe and CAI. Before FastRoads, the school had only a T1 line. They will be connected with 50 Mbps by the end of the month.

We also touched base with Kenneth Kochien, Director of Information Services at Colby-Sawyer College in New London. The college is one of the many CAIs along the network. Kochien told us via email:

NH FastRoads provides our institution with alternative bandwidth solutions which have made a very significant difference in both affordability as well as enabling us to pursue  various cloud-based strategic services. In other words, more than one budget line is impacted by having affordable and sufficient bandwidth.  

Most importantly, it has enabled us to provide quality Internet experience for our students. As is well known, students seemingly have an insatiable appetite for multiple devices along with the need for continuous connectivity to social media. All of that is dependent on bandwidth.

HB 286 Refined for New Hampshire Legislature

We caught up with Carole Monroe from New Hampshire FastRoads to get an update on what is happening in the legislature this sesssion. We reported last spring on HB 286, intended to allow local communities more decision making power. The bill did not advance last session, but new language may breath new hope into the proposal.

If the bill passes, it will remove restrictions that prevent local governments from bonding to finance broadband infrastructure. This and similar bills have been introduced in the past, but large incumbent providers always seem to stop them.

Monroe tells us that this session the bill clarifies the definition of "open access network." The bill also changes language regarding "unserved and underserved" areas. Now the bill requires municipalities to include areas without "adequate" broadband if they choose to finance through bonds. "Adequate" in the bill language relies on the FCC definition of broadband as it changes over time, currently 4 Mbps download and 1 Mbps upload. The change does not restrict building in all areas as long as some areas without "adequate" coverage are included.

The new language also clarifies that municipal networks built only for government purposes do not have to be part of the open access model. Past versions of the bill questioned application of the open access model to municipal I-Nets.

While some of the language of the bill has changed, the fundamental goals remain the same. Local communities need to make the decision to bond. In order to do so, state barriers must be removed. Current state law only allows bonding for broadband infrastructure under strict criteria which only apply in a fraction of the state. 

Monroe reiterates that the bill intention is also to create a more competitive environment. She noted that the area is already benefitting from a competitive spirit. Broadband pricing proposals to community anchor institutions show significantly lower rates per Mbps. Service level agreements are more favorable to community anchor institutions since the creation of FastRoads.

Merit Network Completes Another Segment in Rural Michigan

Last fall we shared news about the Merit fiber optic network moving across Michigan. An October 24th press release from Merit announced that engineers recently completed another 3,000 foot segment. The expansion created a 10 Gbps connection between Alpena and Powers, Michigan. Powers is a rural community of less than 400; approximately 10,000 people live in Alpena.

The network began in 1966 as a way to connect state and research facilities. Since then, it has evolved to connect an extensive list of schools, libraries, and government facilities. 

From the press release:

"We've built fiber-optic infrastructure all the way to Superior, Wisconsin," said Michael Milliken, director of network engineering at Merit Network. "In Michigan, we have built and lit most of the REACH-3MC network in the Upper Peninsula, with routes going to Ironwood, Menominee and Houghton. Just the connection between Houghton, Hancock, and Calumet remains to be completed in Michigan. We also need to complete the DWDM network paths into Wisconsin and Minnesota." 

The REACH-3MC (Rural, Education, Anchor, Community and Heath care – Michigan Middle Mile Collaborative) project is funded by two American Recovery and Reinvestment Act (ARRA) grants. Education SuperHighway Wants Better Broadband for Schools - Community Broadband Bits Episode #71

This week's podcast features an interview with Education SuperHighway CEO Evan Marwell to discuss how we can make sure all schools have the Internet access they need to succeed. Education SuperHighway has a plan for connecting all schools with a fiber connection while also decreasing the need for long term federal funding of school connectivity. We talk about how this can be achieved, as well as the role local ownership can play in ensuring schools get the connectivity they need today and tomorrow without exploding their telecommunications budgets. Metronet Zing's Dark Fiber Saves Big Bucks in South Bend

Indiana's Metronet Zing winds its way through South Bend, Mishawaka and St. Joseph County providing dark fiber service to businesses, government and education. The project started as an economic development initiative when community leaders in the area realized that the high cost and lack of high-speed connectivity in the area kept businesses away.

Project Future, the economic development organization serving South Bend, Mishawaka and St. Joseph County until 2012, studied the potential benefits that might flow from better telecommunications in the region. The nonprofit inspired the county Chamber of Commerce, local government, nearby universities, healthcare, and businesses to develop a new nonprofit network model. The 100 mile network offers a dark fiber open access model that encourages competition, keeping prices in check. Nineteen carriers deliver services over the network. Average price for 1 gig service is $1,000 per month.

In the early 2000s, South Bend leaders wanted to take advantage of the regional long-haul fiber that runs directly under South Bend. There was very limited access to fiber connections in the area from providers and rates were high. St. Joseph's County, city government, and the University of Notre Dame needed better, faster, more reliable telecommunications.

A study commissioned by nonprofit Project Future confirmed what community leaders suspected. Education, economic development, healthcare, research and a better quality of life in South Bend depended on the community's access to a dark fiber network. Project Future developed a plan that would involve public investment in an open access dark fiber network. Community leaders joined together to form nonprofit St. Joe Valley Metronet, Inc. in 2004. Metronet's purpose was to build the infrastructure the region so desperately needed. Revenue would be passed back to the community through reasonable rates.
