When Steamboat Springs resolved to improve Internet access for key community anchor institutions and businesses, they decided to make an economical investment in a carrier neutral facility to allow multiple ISPs to invest and compete with each other. In episode 163 of the Community Broadband Bits Podcast, Tim Miles explains what that means and how they did it. Tim is the Technology Director at Steamboat Springs and South Routt School Districts in Colorado.

A few weeks back, we noted an excellent new report on Holyoke Municipal Light Plant in Massachusetts published by the Berkman Center for Internet and Society. This week, we discuss the report and lessons learned from it with David Talbot, Fellow at the Berkman Center. David gives us some of the key takeaways from the report and we discuss what other municipal light plants are doing, including how Holyoke Gas & Electric is using the state owned middle mile network to partner with other municipalities like Greenfield and Leverett.

The community reaction to Longmont's NextLight gigabit municipal fiber network in Colorado has been dramatic. They are seeing major take rates in the initial neighborhoods, driven in part by the opportunity for a $50/month gigabit connection if you take service within three months of it becoming available in the neighborhood. This week, Longmont Power & Communications General Manager Tom Roiniotis joins us to tell us more about their approach and how the community has responded, including a block party celebrating freedom from a well-known monopoly.

The southern Illinois cities of Urbana and Champaign joined the University of Illinois in seeking and winning a broadband stimulus award to build an open access urban FTTH network. After connecting some of the most underserved neighborhoods, the Urbana-Champaign Big Broadband (UC2B) network looked for a partner to expand the network to the entire community. In this week's Community Broadband Bits podcast, we talk with UC2B Board Chair Brandon Bowersox Johnson and the private partner iTV-3's VP and Chief Operating Officer Levi Dinkla. The local firm, iTV-3, already had a strong reputation as an Internet Service Provider as well as operating other lines of business as well.

The Northwest Open Access Network in Washington has a long history of expanding high quality Internet access into rural areas and now reaches into every county in the state. NoaNet is a nonprofit organization originally formed by local governments and now operating over 2,000 miles of fiber. This week we talk with Dave Spencer, NoaNet Chief Operating Officer, about the history of NoaNet, how it has impacted the state, and what the future holds for this organization. We also discuss the NoaNet expansion enabled by the federal broadband stimulus, how their open access fiber network has led to improved wireless connections in many rural areas, and what it takes for a nonprofit organization to thrive in an industry that can be very competitive despite often having very few competitors.

Rio Blanco County is a large, rural county in northwestern Colorado that has two population centers. The county has a sharp plan for building FTTH to the population centers and wireless across most of the county to improve Internet access in a region the national carriers have little interest in. In this week's episode, we interview county IT Director Blake Mobley, who has long been involved in improving Internet access for community anchor institutions in the area. We talk about their plan and how they are financing it (enabled in part by the Department of Local Affairs in Colorado - which has helped many community networks).

Every now and then, we stumble across something, read it twice, and then decide we need to verify it. In North Kansas City, a municipal fiber network operating in partnership with KC Fiber, is delivering a gig to residents at no ongoing charge after a reasonable one-time fee. To get the story, our interview this week for Community Broadband Bits is with Brooks Brown, Managing Partner of KC Fiber. KC Fiber is now running the North Kansas City municipal fiber network, liNKCity. The network delivers a free gigabit to the schools and after a one-time fee of $50-$300 (depending on desired connection capacity) residents can get a high quality fiber Internet connection with no additional charges for 10 years. KC Fiber is not your ordinary ISP, coming from the data center world where it does business as Data Shack. For years, we have urged municipal networks to cooperate in various ways to lower costs. For instance, by building a shared middle mile network to aggregate their bandwidth and get a better deal due to the higher volume. So it came as a bit of a shock that Georgia Public Web has been helping many municipal networks in these ways for well over a decade. David Muschamp, President and CEO of Georgia Public Web (GPW), joins us for episode 156 of Community Broadband Bits to discuss what the member-owned nonprofit organization does to improve Internet access across the state.

Many communities feel like they are an island without proper connectivity but Islesboro, Maine, is literally an island... without proper connectivity. This week, we talk with Page Clason, Manager of the Broadband Internet Working Group for the island that is moving toward a fiber solution to expand high quality Internet access. We discuss the differences between a mainland community and island life, the dynamic between full time residents and people who live on the island part of the time, and what Islesboro is doing to ensure everyone has high quality Internet access. We also touch on the discussions around how to pay for the fiber. We recently wrote about the vote to move forward with an engineering study and contractor search.

We discuss the wireless technology Amtrak has wanted to deploy and alternatives that would have been less costly and more quickly to implement. However, this is really just an opportunity to begin the larger discussion about where wireless is going. We also talk about a recent FCC decision to create much more shared spectrum and how the new system will work, which was also described in a presentation by Milo Medin at the 2015 Freedom to Connect event.
