To improve rural Internet access, the Georgia Joint House and Senate Study Committee on High Speed Broadband Communications Access for All Georgians recommends that Georgia enable municipal networks and empower rural electric cooperatives.

The committee recently released their report on potential solutions for the lack of rural connectivity. They held six public meetings over the course of four months in 2016, consulting with stakeholders and concerned citizens.

Support of Local Government Networks 

Specifically, the report recommended that the Georgia legislature:

“Reaffirm the state’s approval of competitive telecommunication markets by continuing to permit locally-owned and operated government broadband services”

In the economic development section of the report, they detailed the positive role of community networks and the challenges in finding financing.

The report pointed to the success of two community networks, Community Network Services (CNS) and ElbertonNet. ElbertonNet is the fifteen-year-old community network of Elberton, Georgia. The report praised the community network’s “tremendous public feedback” and “exceptional customer service.”

Thomasville is one of six cities served by Community Network Services (CNS) in rural southwest Georgia. We’ve covered Thomasville and CNS in the past, highlighting the benefits of reliable high-speed broadband in these remote rural communities. But one benefit we haven’t covered yet is quite remarkable - Thomasville residents have been paying zero fire tax thanks in large part to revenues from CNS. The City’s fire tax first hit zero in 2012 and was recently maintained there by a Thomasville City Council vote in September.

Thomasville feeds its General Fund with net income (what the private sector would call profit) from its utility services. For 2013, this net income is estimated to reach $8.5 million. What’s more, Thomasville residents enjoy utility prices below the state average. So nobody can complain the City is taking advantage of utility customers by charging excessive rates.

According to a recent Public Service Commission survey, Thomasville residents pay $3.32 per month below the state average per 1,000 kilowatt hours of electricity. And CNS customers who bundle services see annual savings of up to $420. It’s a true win-win - residents get affordable utilities and the City applies the net income to running public services like the police and fire departments, lowering property taxes in the process.

“With agriculture being the number one industry in the state, we are looking to inspire students to learn globally and live and produce locally. Agriculture and STEM education are a natural fit. With GPS-guided equipment and variable-rate irrigation and fertilizer applicators to better manage natural resources, education is key." These are the words of Beau Sherman, Regional Distant Learning and Video Coordinator for Education serving schools connected by Community Network Services (CNS) in Georgia.

CNS was formed in 1997 when several towns in rural southwest Georgia got together to form a public telecom utility. They started by connecting local schools and libraries with a fiber broadband network. While CNS has since grown into a full-service telecommunications provider - offering phone, video and internet access to business and residential customers - its impact on local education is a shining example of how community broadband networks can improve local education. CNS now serves 65 schools across 3,278 rural square miles including the cities of Cairo, Camilla, Moultrie, Pelham and Thomasville.

To help realize the network’s full educational potential, the school districts served by CNS teamed up to hire Beau Sherman. Mr. Sherman had long been a strong advocate for pushing STEM (Science, Technology, Engineering, Math) education in rural southwest Georgia. So he was the perfect fit for the role of helping the schools harness their new state-of-the-art broadband network.

Last week, Catharine Rice and I were guests on a Democracy Now! segment filmed at the Freedom to Connect conference. We discussed what community broadband is, how it has benefited communities, and how a few big cable and telephone companies are trying to stop it.

We finally see television news outlets asking the tough questions of bill pushed by powerful cable and telephone companies to prevent giving residents a real choice in cable and Internet service providers. We been covering this Georgia bill closely, and were glad to see this segment:

Community leaders from several Georgia cities made the trek to Atlanta to oppose HB 282 on Thursday, February 28th. Opposition to this bill to limit investment in Internet networks includes community leaders, high tech companies, and citizens all over the state. Nevertheless, legislators on the House Energy, Utilities, and Telecom Committee chose to ignore the needs of communities, prefering to tell them from afar how to run their towns. Winners? Incumbents Windstream, AT&T, CenturyLink, and Comcast.

A substitute bill [PDF] was introduced that exempts communities with municipal electric utilities from the prohibition to provide telecommunications. Additionally, the bill's definition of "broadband service" is now defined as service equal to or greater than 3.0 Mbps. "in the faster direction." While these look like compromises at first blush, they do very little to change the real world application of the bill.

Our earlier analysis of the bill addressed the fact that the expense and time required  to prove locations of unserved areas as defined by the bill, would foreclose the possibility of communities making investments in this essential infrastructure. Likewise, communities that already have networks would be similarly burdened.

Recently on Gigabit Nation, host Craig Settles visited with Mayor Max Beverly from Thomasville, Georgia. As our readers know, the Georgia General Assembly is again considering a bill to limit municipal efforts to bring connectivity to local residents and businesses. That bill is currently scheduled to be heard on Tuesday afternoon, 2/26, but many people have already expressed their anger at it in Facebook comments on the bill page.

HB 282 sets a very low bar for what is considered "served" - 1.5 Mbps - and prohibits municipal networks from serving those areas while also imposing a new heavy cost on investing in unserved areas. 

Mayor Beverly discusses how he and other Georgia community leaders are fighting HB 282 through education. Speaking from first-hand experience, he finds that elected officials often turn from support to opposition when they hear about the incredible success of Thomasville. 

Mayor Beverly finds himself sharing the story of Thomasville's victories that are all tied with the network, created in 1999. In Thomasville:

In 2011, MSNBC reported on Thomasville, Georgia. The small community beat the odds to nourish a vibrant downtown. At the time, local independent businesses in the U.S. disappeared as quaint main streets lost mom and pop ventures to the economy.

Such was not the case with Thomasville. MSNBC's report, a little over 2 minutes and embedded below, looked at how Thomasville had managed to created a thriving downtown economy filled with independent businesses. Thomasville leaders partnered with the private sector, concentrated on preserving its historic identity, and built a next generation fiber optic network. Thomasville's ability to merge yesterday and today worked.

Thomasville began construction of its own fiber optic network in 1995 to serve schools, libraries, businesses, and hospitals. At the time, the private sector was not interested in serving the area. Several other communities in the region began similar projects and, in 1997, those communities joined together to form the South Georgia Governmental Services Authority (SGGSA). In 1998, Cairo, Camilla, Moultrie and Thomasville created Community Network Services (CNS) through the Authority in order to offer services to residents. Since then, the collaboration has expanded from telecommunications services only to also providing high-speed Internet and television.

As Georgia mulls over HB282, this video shows how a next generation network is vital in similar communities. The legislation will strip local authorities of the ability to build their own next-generation networks as long as the private sector is providing some below-basic level of service. If the bill passes, many Georgia communities that need the benefits of a local network will never get the opportunity. From the CNS website:

The best part about CNS is that it is funded locally, by the cities which it serves. This means if you are a CNS customer, you are investing in your own communities, not a corporation headquartered across the country.

The fundamental question is rather simple, does Georgia want local leaders to determine the economic and investment strategies for their communities or do we want those decisions to be made solely on the business plan of companies based outside of the state?

After much deliberation and public demand, the City of Adel launched our wireless internet system, Southlink, in 2003. There were NO INCUMBENT, HIGH-SPEED PROVIDERS at that time with no indication of interest by anyone. The City of Adel did what no investor-owned company would consider, yet the citizens and businesses in Adel deserved the service just as much as those citizens of Atlanta, Macon, Augusta or Savannah. The business plan worked and we gained customers. Within four years of our launch, both Alltel and Mediacom launched true high-speed service to the area. With our original intent served, we then dismantled the wireless system in 2009 and 2010 and the citizens had service options. We did not launch the service to compete with incumbent providers and we gave them every chance to provide the service. Did our positive action create the impetus for other providers to bring in their service?
