Small Cells Yield Big Results In Lincoln - Community Broadband Bits Podcast 238

We’ve been covering happenings in Lincoln, Nebraska for several years now. The city’s Right of Way Manager David Young joins us for episode 238 of the Community Broadband Bits podcast. David is a returning guest; this week, he’s here to talk about Lincoln’s new venture into small cell technology.

The state imposes restrictions on municipalities in Nebraska. Nevertheless, Lincoln has found a way to make a smart investment in conduit and public fiber to create a welcoming environment for providers. An extensive conduit network and smart local policies in Lincoln have improved competition, expanded access, and now the small cell program is improving mobile broadband.

David and Christopher get into the technology of small cells and why mobile carriers are starting to prefer it over older technology. David describes some of the challenges, processes, and the special considerations communities must address for small ell deployment. Better cell coverage was the first goal of the project, but David describes how improved coverage helps the Lincoln compete with other cities in several ways.

In December 2016, the Free Press released the extensive report Digital Denied: The Impact of Systemic Racial Discrimination on Home-Internet Adoption. In the 225-page document, Free Press Research Director S. Derek Turner dove into the numbers on race and the digital divide

The report provides a qualitative analysis of the digital divide's disproportionate impact people of color. Turner provides a number of policy solutions addressing both home Internet access and mobile Internet access.

Home Internet Adoption: A Continuing Divide

The digital divide refers to the gap between those who have access to information technologies and those who do not. Analyzing both U.S. Census Bureau data and FCC deployment data, Turner found that:

While 81 percent of Whites and 83 percent of Asians have home internet (counting wired and wireless subscriptions alike as “home” access), only 70 percent of Hispanics, 68 percent of Blacks, 72 percent of American Indian/Alaska Natives, and 68 percent of Native Hawaiian/Pacific Islanders are connected at home.

Even after accounting for differences in income, education, age, geography, and job status, communities of color have not adopted high-speed Internet services at the same rate as White folks. There remained a gap of six to eight percent between Hispanic, Black, or Native American households and White households.

Turner, however, noted that mobile Internet adoption did not sustain this same rate of digital divide. In some cases, low-income households of color have equal or higher levels of adoption than low-income White households. Explaining the difference between the adoption rates for home Internet service and mobile Internet service, Turner credited the wireless marketplace’s competitive prices and the prepaid or resold services offered.

An increasing number of Americans are abandoning their landlines for the convenience and economy of mobile devices. Unfortunately, doing so also makes it more difficult to locate the caller in an emergency. In order to correct the problem, the FCC has proposed a stronger set of rules that will increase location accuracy for 911 calls.

As can be expected, 911 Dispatchers and First Responders support the proposed rules. Public Knowledge recently wrote about the changes that could save an additional 10,000 lives per year.

Currently, wireless companies are not required to use specific cell tower information to lead emergency medical personnel to an apartment or the floor from which a call originates. They need only to supply specific information if the call is made from outdoors. As more and more people depend on mobile devices, both indoors and out of doors, our rules need updating.

Public Knowledge has posted a call to action to support stronger rules and ensure more successful rescues:

As a result of consumers’ growing reliance on wireless and reported failures in locating callers on time, the FCC has proposed rules that require carriers to give 911 dispatchers callers’ locations within 100 meters after their first connection with a cell phone tower, and 50 meters after the dispatchers search using location accuracy, such as GPS. They have also included a requirement for vertical location, or the ability to find what floor and building callers are located in.

We encourage you to read and sign the petition drafted by Public Knowledge and to let the FCC know that policy needs to keep pace with technology.
