Last fall, nonprofit ISP OneCommunity  created the "Big Gig Challenge" to jump start expansion and promote gigabit applications in northeast Ohio. The organization recently announced the winners and provided some information about their projects.

The West 25th Corridor project, running through Ohio City, Tremont, Clark-Fulton, Brooklyn Centre, and Old Brooklyn is a four mile stretch that will affect small business, the Cleveland Clinic, two MetroHealth Systems campuses, and several other large employers. This project also reaches 14 sites that could be developed and over 900 properties. It is a collaborative project that includes four Cleveland Wards.

The Village of Greenwillow plans to expand its existing network and work with private sector business owners and land developers. Likewise, Lorain County Community College will build off its existing network connections to create a community fiber road map. From a press release on the award, as printed in BBC Mag:

In response to receiving the grant, Dr. Roy Church, president of Lorain County Community College said, “We are honored to be selected as a grant recipient. This award will enable our community to dramatically increase access to the existing fiber network, positioning us to become a more globally competitive region. The funds will be used to engage stakeholders from government, healthcare, higher education and local businesses to create an implementation plan to increase high-speed connections and foster greater efficiencies.”

South Euclid, currently utilizing the OneCommunity network, received a grant to expand to to the city's municipal facilities and build out to its industrial area.

The Big Gig Challenge offered funds to cover up to 25% of the projects costs up to $2 million.

Award-winning supercomputing apps, medical research, economic development, and quantum computing advances. What do they all have in common? They all depend on the DubLINK network running underneath Dublin, Ohio, a suburb on the Northwest edge of Columbus. The city of 43,000 people has 125 miles of fiber optics in the ground, both within its own boundaries and in the form of fiber purchased by the city within metro and regional networks. 

DubLINK began in 1999 as a public private partnership with the Fishel company to build an institutional network. In the wake of the 1996 Telecommunications Act, Dublin worried that a recent massive investment of $70 million in streetscaping would be undone as competing providers dug up newly paved streets to install fiber optics. To avoid this, the City signed a franchise agreement with Fishel to install a multi-conduit system, with the city receiving some conduit for its own use.  

Using 1.25” conduits installed in the city’s existing sewer system, the network runs for 25 miles underneath Dublin’s business district and connects six city buildings, who use their own lit fiber for data and voice services, eliminating expense leased line fees. This has allowed the city to save approximately $400,000 per year for the last 12 years in connectivity and information technology expenses.

In 2004, Dublin spent $3.5 million to purchase 96 strands running 100 additional miles through Columbus FiberNet, bringing the total length of the DubLink network to its current 125 miles. FiberNet is a duct system that runs throughout a significant portion of central Ohio, including Columbus and its surrounding suburbs.

There was some good news at the end of August in Georgia, just in time for the new school year: a fiber optic network spanning 3,600 miles and potentially tying together up to 330 schools with 10 gigabit connections was announced. Dubbed the “Education Exchange,” the network is the product of an agreement between the rural cooperative North Georgia Network (NGN), private cable provider ETC Communications, and a private fiber optic ISP and infrastructure company called Parker Fibernet. Each of these three carriers’ existing fiber optic assets will provide a piece of the network, and all are connected to each other and to the broader internet in Atlanta.

While formed through a partnership of cooperative and private providers, the network will be governed by the schools themselves, which are spread throughout 30 different counties and reach across the northern third of the state, from the western border with Alabama to the eastern border with South Carolina. Both public and private schools will be able to connect. 

The new network should allow schools to realize some significant cost savings from replacing phone lines with VOIP and dropping slower leased data connections. More interesting, however, are the educational and administrative applications of such fast direct connections: video conferencing for teachers and administrators between and within school districts; accessing bandwidth-intensive online educational materials; expanding access to wi-fi devices throughout schools; and pooling purchasing power of many districts to get discounts and expanded digital course content.

How each district and each school use the network will be up to them, but the possibilities are considerable. Some of the early schools that beta tested the network have already experimented by hosting real time virtual music collaborations between schools. Paul Belk, NGN’s CEO, described the motivations driving his cooperative to establish the network: 

“The strength of our communities, our economy, and workforce all starts in our schools...as a community-owned company, it’s our job to give back and use our resources to better the next generation.”

A recent press release from the Merit educational and research network in Michigan announces a new connection to its Ohio sister, OARnet. Member entities and local communities now enjoy better redundancy, expanded reach, and better services. Local communities continue to benefit from the presence of the middle mile infrastructure.

The network helps local Hillsdale College to cut connectivity costs; the Merit announcement quotes Hillsdale College leadership:

"Hillsdale College has been a Merit member since 1992," stated David Zenz, executive director of information technology services for Hillsdale College, "and it was always a dream to figure out some way to eliminate expensive data circuit costs to free up funds to purchase more bandwidth. In 2008 The City of Hillsdale, the Hillsdale Intermediate School District, Hillsdale College, and Merit figured out how to do just that."

Through a long term collaborative effort, Merit, the City of Hillsdale, Hillsdale Board of Public Utilities (BPU), Hillsdale College, and Hillsdale County Intermediate School District (ISD) came together to establish the Hillsdale Community Network. Each entity now benefits from lowered connectivity costs, better infrastructure, and improved opportunities. 

A 2009 story from Merit, describes the situation at ISD:

In Springfield, Ohio, community leaders are looking for ways to use their share of a commercially owned fiber optic loop on the eastern side of town. The community hopes to secure a $50,000 Local Innovation Fund grant from the state to finance a feasibility study reports the News-Sun.

Approximately 60,000 people live in Springfield, located 45 miles west of Columbus. Advanced Virtual Engine Test Cell, Inc. (AVETEC) owns and operates a 19-mile fiber optic ring connecting downtown to its facility. The fiber route passes the Clark State Community College and at least one public school. Springfield owns 24 unused strands of the AVETEC network and wants to build off that asset to save public dollars, improve school connectivity, and encourage economic development.

From the News-Sun article:

“From an economic development standpoint, it’s definitely capitalizing on an amenity that’s already in the ground that we can use then to leverage as an additional incentive or perk to doing business in Springfield, especially business that’s proximal to that fiber in the near-term,” said Josh Rauch, the city’s deputy economic development administrator. “Then as it builds out, you get more and more connectivity throughout the city.”

“The goal is to take the fiber build-out we’ve got and look at other places you could build fiber,” Rauch said.

The Miami Valley Educational Computer Association (MVECA) is a regional nonprofit consortium of twenty-five local K-12 school districts. MVECA leases and maintains a fiber network for the Springfield City School District and other Clark County school districts. The Executive Director of MVECA, anticipating the need for 10 gigabit connections, hopes to see a collaboration with the City to bring the fiber to Springfield and area schools. He believes working together will reduce costs for local school districts and MVECA.

Last fall we shared news about the Merit fiber optic network moving across Michigan. An October 24th press release from Merit announced that engineers recently completed another 3,000 foot segment. The expansion created a 10 Gbps connection between Alpena and Powers, Michigan. Powers is a rural community of less than 400; approximately 10,000 people live in Alpena.

The network began in 1966 as a way to connect state and research facilities. Since then, it has evolved to connect an extensive list of schools, libraries, and government facilities. 

From the press release:

"We've built fiber-optic infrastructure all the way to Superior, Wisconsin," said Michael Milliken, director of network engineering at Merit Network. "In Michigan, we have built and lit most of the REACH-3MC network in the Upper Peninsula, with routes going to Ironwood, Menominee and Houghton. Just the connection between Houghton, Hancock, and Calumet remains to be completed in Michigan. We also need to complete the DWDM network paths into Wisconsin and Minnesota." 

The REACH-3MC (Rural, Education, Anchor, Community and Heath care – Michigan Middle Mile Collaborative) project is funded by two American Recovery and Reinvestment Act (ARRA) grants. The project will expand the original Merit network by an additional 2,287 miles. The project overview PDF provides a detailed map and information on Merit members.

The Schools, Health & Libraries Broadband Coalition (SHLB) will present a webcast via BroadbandUS.TV tomorrow, October 1. The event focuses on broadband in schools and libraries. The webcast, titled The Importance of High-Capacity Bandwidth for Schools and Libraries runs from 9:30 a.m. to 3:30 p.m. ET.

Austin, Texas, with a little over 820,000 people, is home to several centers of higher ed, the Southwest Music Festival, and a next generation network known as the Greater Austin Area Telecommunications Network (GAATN).

It was also the second metro area selected by Google for the Google Fiber deployment. But before they got Google Fiber, a local partnership had already connected key community anchor institutions with limitless bandwidth over fiber networks. The network measures its success in terms of cost avoidance, and averages out to a savings of about $18 million per year combined for its 7 member entities.

In 2011, the National Association of Telecommunications Officers and Advisors (NATOA) named GAATN the Community Broadband Organization of the Year. Today, GAATN also serves the  City of Austin, the Austin Indepedent School District (AISD), Travis County, local State of Texas facilities, Austin Community College (ACC), the University of Texas at Austin (UT), and the Lower Colorado River Authority (LCRA).

GAATN's bylaws prevent it from providing service to businesses or individual consumers. Texas, like 18 other states, maintains significant barriers that limit local public authority to build networks beyond simply connecting themselves. As a result, local entities must tread lightly even if they simply want to provide service for basic government functions.

It is no secret to our readers that communities throughout the country have transitioned from leasing services from big corporations to building their own fiber networks to save public dollars. Some create collaborations between various entities to reduce costs. Jacksonville is the latest to dabble in collaboration and has found a way to save $200,000 on connectivity costs each year.

In a recent Government Technology article, Chad Vander Veen describes how the city found a way to eliminate leased lines and switch to a faster 1 gigabit connection via fiber (the article incorrectly says "gigabyte" in multiple places where it mights gigabit) . The City's Information Technology Division (ITD) began developing relationships and bringing various agencies together to explore its options. They held monthly meetings that included the mayor's office, public safety agencies, and libraries. Through these meetings they learned the city was eligible to participate in the Florida Lambda Rail program.

Lambda Rail is a nonprofit independent research and education network that connects universities, schools, libraries, and research facilities across the state. The network has an extensive network of fiber across the state. Because the City of Jacksonville is responsible for its libraries, it qualifies for service from Lambda Rail. Within 45 days, Lambda Rail served city facilities. 

“This is a great opportunity for all the partner agencies to work together to provide superior service and save money at a time we need to make every dollar count,” said Mayor Brown in a statement. “With a growing number of websites and applications helping to expand the reach of city government, we owe it to taxpayers to invest wisely in the most effective and efficient systems to keep everyone connected.”

Saving public dollars by elimintating leased lines and collaborating is certainly a positive outcome. Unfortunately, this solution may limit the community in the longer term. Working with entities that only serve nonprofit or specific entities means that others who need connections in the communities - including both residents and local businesses - will not directly benefit from this investment.

CapeCodToday, recently ran two interviews relating to OpenCape, the publicly owned network nearing completion in Massachusetts. The interviews follow a belated March press release from Comcast, announcing its new service contract with Cape Cod Community College (CCCC). Like some others familiar with the project, we were surprised to see the college choosing Comcast for connectivity instead of OpenCape.

As we previously noted, CCCC and Woods Hole Oceanographic Institute were two OpenCape founding members in 2006. The nonprofit OpenCape received $32 million in a Broadband Technology Opportunity Program (stimulus) award and gathered an additional $8 million in funds from the state, the county, and CapeNet, the company building and operating the network.

Regarding the delay in publicity, the College was not willing to comment on the connection, including statements to Comcast itself, until we had actively used it for a couple of months.

When the contract was negotiated, CCCC needed fiber service and OpenCape was not ready to serve them. Cox stated that the college needs to stay competitive and referred to a Bridgewater University satellite campus that will soon open in the community. Community colleges rely heavily on reliable connectivity as students look for distance learning opportunities.
